Competition Intelligence: See Who's Bidding

TenderPulse Team··3 min read

The Data Was Always There

Every time a public contract is awarded in the EU, the contracting authority publishes detailed results: how many companies submitted bids, what evaluation criteria were used and how they were weighted, and who ultimately won. This information is buried inside hundreds of structured data fields across multiple procurement formats.

Until now, TenderPulse collected this data but didn't surface it. That changes today.

What's New

We've added six new data dimensions to every tender where the information is available:

Bid Count

See exactly how many companies competed for a contract. "7 companies bid on this tender" tells you something entirely different from "only 2 bidders showed up." This single number can change your entire bid/no-bid calculus.

Award Criteria Breakdown

Know how the buyer will evaluate proposals before you start writing. A tender scored 60% on quality and 40% on price demands a different strategy than one scored purely on lowest price. TenderPulse now displays award criteria with their exact weightings in a visual breakdown.

Value Range

Instead of showing just one estimated value, TenderPulse now displays bid ranges where available — the spread between the lowest and highest submitted bids. "€380K – €520K" gives you a concrete pricing corridor to position your own bid within.

Winner Details

See who won, where they're based, and whether they're an SME or a large enterprise. Over time, this builds a picture of which types of companies win which types of contracts — and whether you're competing in the right space.

Contract Nature Filter

Every tender is now classified as Works, Services, or Supplies — the three fundamental types of public contract. Filter your searches by contract type to focus on exactly what your company delivers.

The Competition Intelligence Card

Award notices now feature a dedicated Competition Intelligence section on the tender detail page. At a glance, you can see:

  • Bids received — the number of competing submissions
  • Bid range — the spread between the lowest and highest offer
  • Award criteria — a visual bar showing evaluation weights (e.g., Quality 60% | Price 40%)
  • Winner profile — company name, country, and size classification

This card only appears on award notices where the data is available, keeping your experience clean on tenders that haven't been decided yet.

Why This Matters

Most procurement platforms show you what's being bought and when. Very few show you what happens after the decision is made. But that post-award data is where the real intelligence lives:

  • Calibrate your pricing against actual winning bids, not guesswork
  • Spot low-competition markets where fewer companies are bidding
  • Understand buyer preferences — do they prioritize quality or price?
  • Track competitor wins across regions and contract types
  • Target SME-friendly buyers who have a track record of awarding to smaller firms

This is the kind of competitive intelligence that used to require manual research across multiple platforms and PDF documents. Now it's built into every tender you view.

Available Across Four Sources

Contract nature data is available for tenders from TED, BOSA, BKMS, and BOAMP — four of our five data sources. Competition intelligence (bid counts, award criteria, winner size) comes from TED's eForms data, which covers all EU-wide procurement. We clearly label each data point so you always know what's available for a given tender.
